No advance visa is required, for example, to enter countries in Europe, or indeed most other countries. An extensive list of these countries is attached. This is different, for example , than for citizens of other countries with immigration investment programs, and the reason is that Uruguay is a strong, stable country. We recommend that, if you are interested in a second passport,you should choose such a country, rather than choosing some disreputable program that promises quicker or cheaper results, but where you are buying only imaginary citizenship and travel documents that are worthless. Your name, your identity, and your reputation are the most valuable assets of any serious business investor, and we at PANDA are committed to protecting them and you.
You will visit Uruguay shortly after we begin the process. During your visit, which should take from two to three weeks, you will do the following:
· Bring your passport and another copy of it to the Department of Immigration. The Department of Immigration will not keep your original passport, but they will compare it to the copy, and keep the copy;
· Attend an interview with the Department of Immigration. This interview will take approximately one hour, and your attorney will be with you to help in the process;
· For any documentation that is not translated into Spanish and properly certified , complete the translation and certification process;
· Locate and arrange for a residential address in Uruguay; and
· Obtain a Health Certificate from the Ministry of Public Health.
Your visit to Uruguay will take between two to three weeks in order to complete all the required steps with the Uruguay Immigration department. Panda and your attorney in Uruguay will handle everything from that point forward. Once all the documents are submitted to the necessary departments, you will be issued your
permanent residence and Uruguay passport within six to seven months.
To qualify for the Uruguay Retiree program, you first become a permanent resident. Once you are a permanent resident and the holder of the bond, your attorney in Uruguay will apply on your behalf a Uruguay passport. To become a permanent resident of Uruguay, you must of course visit the country. But before traveling there, you will need the following:
· A clear copy of your Passport (with every page scanned);
· Your Birth Certificate;
· If you are married, a copy of your marriage certificate;
· Two ID type photographs of yourself;
· A certificate from the Police Department of your country of prior residence, establishing no criminal record, translated and certified by an Uruguay consulate. PANDA will assist during this process;
· Documentation proving that the person has a monthly income from sources other than wages or salary of
$ 1,500 per month.
· Entry Visa to Uruguay, which may be a tourist or business visa. will arrange this for you.
In addition to government issue bonds, you could also qualify by investing in real estate in Uruguay. This could be a cash purchase, or could be a purchase with a mortgage or financing. While PANDA generally recommends the bond purchase, if you intend to reside full time in Uruguay, or if you would prefer to invest in real estate, then such a real estate purchase might be more beneficial for you. You must hold the bond or other qualifying property for ten years, during which time you earn the income.
Also, during the ten year period, you may exchange the initial bond for real estate in Uruguay of value US$100,000, or substitute any other investment grade securities of equal value. During this period, the actual securities will be held in the custody of the Banco de la Republica Oriental del Uruguay (the national bank), under your name.
Uruguay government bonds are issued in various currencies; you can reduce currency risks. For example, you could use a mix of euros, dollars, and yen. If at any time you think that there is a risk of default by the Uruguay government (something which has never happened in the past), you could substitute other investments. You, and you alone, are in control of your investment. This distinguishes the Uruguay program from other “investment” programs which are actually just a way of paying your money to foreign governments.
